Exploratory research to integrated privatepublic partnership in the infrastructure and civil industry

Where traditional projects are carried out in phases, within integrated projects it is necessary that all stakeholders are involved during the entire process. As a result, the integrated approach should reduce failure costs that arise during the collaboration process of projects. However, recently executed projects have shown that the new integrated approach too often still leads to qualitative defects, delays or spending in excess of the budget. This is also applied in infrastructure and civil engineering sector, were there is always a public – private partnership during contracts. This exploratory investigation through structure and communication between various organizations that are participating in the Design and Construct (D&C) agreements. Structure, communication and process are seen as important aspects of successful collaboration between client and contractor. The research analysis the current situation through analyzes the organization during the construction process. The mother organization of both parties, client and contractor, each with there own culture and structure that create a jointly and temporary project organization. Due the influence of different organizations, conflicts arise during the process. D&C agreements can be divided in various types of clients, consist of Rijkswaterstaat, Water boards and Provinces, and contractor, consist of Small medium and large enterprises. The outcomes of the analysis give several problems that arise from both client or contractor perspective, such as: describing or interpreting the assignment, an integral process with traditional communication model, new roles during the design phase of the project, barely no knowledge about the counter partner’s organization and crucial differences in organization culture. In order to reduce these problems, the cause of these problems has been investigated to make proper solutions. The process and organization models that could be immediately implemented are the result of the research. They ensure that in the phase of contracting and procurement, the first step in collaboration, a lot of transparency is created between client and contractor. In addition, specific recommendations are made for the four main collaboration between the specific types. Together they provide a theoretical improvement in the collaboration process
