This paper is about the placement and operation of public charging points for electric vehicles. The points are placed in semi-large Dutch municipalities during 2013 to 2015 and operated until 2020. Different costs-, income- and organisation measures are combined in scenarios, showing the financial impact on the budget of the operator. Interviews are held with involved stakeholders on the measures and scenarios, revealing their opinions and preferences. Combining the analyses leads to a recommendation on optimal measure combinations.
